North Beach update: Board of Supervisors unanimously supports key Pagoda Palace plan item

Today the Board of Supervisors voted unanimously to support a key component of the plan to relocate the retrieval site for the Central Subway’s tunnel boring machines (TBMs) to the Pagoda Palace in North Beach. The item, an ordinance to create a Special Use District (SUD) for the Powell Street property, would allow the owner to move forward with a previously approved development project after the building is demolished and the TBMs extracted. A second and final vote to approve the ordinance is expected at next week’s Board of Supervisors meeting.

To relocate the retrieval site from Columbus Avenue, the SFMTA has signed a lease with the owner of the Pagoda Palace property. The two-year lease will allow the agency to demolish the building and extract the TBMs. The state-of-the-art tunneling machines are expected to reach North Beach in 2014.

The relocation plan is undergoing review by the Federal Transit Administration for compliance with the National Environmental Policy Act (NEPA). If all of the necessary approvals occur by April 1, then the demolition of the Pagoda Palace building can then commence.

    Quite glad to hear the extraction is moving forward — still hoping to hear that the extraction site will become a North Beach station, as constructing the facility could be be fairly easily rolled into the removal process.

    But not one supervisor lives in North Beach, now do they?
    Why dig two 2000 foot tunnels costing 2 hundred million dollars to remove 5 million dollar machines?
    I know, its about destroying North Beach so greedy developers can pick up property for pennies on the dollar and build HIGH RISES.
    We know what your plan is.

    A high-rise on the Pagoda Palace site would not be mutually exclusive with a station. Look at the Los Angeles Metro Red Line: the Hollywood & Highland Center Shopping Mall serves as headhouse for the Hollywood & Highland Station, and the local W Hotel (may the Starwood corporate management rot in Hell for inflicting that chain upon the unsuspecting travelers of the world) sits atop the Hollywood & Vine station.

    The key, though, is for any building plans to include a provision for the building to serve as a subway station headhouse. And given that the tunnels run directly under the building site, that might not be too difficult a condition to impose. And certainly, MUNI access “a few flights straight down” would be a major selling point for a high rise, whether it’s commercial or residential.
